The Chief Electoral Officer has found you to be in violation of the Consolidated Electoral
Code Section 12.1, and 13.3:

On January 25, the Elections Office received a complaint from a student regarding a
professional photo shoot happening in the Atrium. When asked about the event by
elections staff, Brandon Wallingford and Conrad explained that a “number of councilors”
had split the cost of a professional, non-student photographer for a photo shoot for their
elections posters. When questioned further, Conrad refused to say which other councilors
were involved in the photo shoot. The Chief Electoral Officer has deemed this to be
indicative of a constituency slate.

The Chief Electoral Officer has deemed that the photo shoot also served as pre-
campaigning as it was intentionally set up in the Atrium to attract the attention of voters.

“12.1 Campaigning shall be defined as the process of distributing, advertising, exhibiting,
presenting, broadcasting, soliciting, or making any sign or gesture so as to exhort or
convince any member of the Association to support by ballot or any other means, any
candidate in an election, by-election, recall, or referendum. Advertising is interpreted to
include any type of publicity that directly promotes or opposes the election of a
candidate.

13.3 Slates are prohibited in elections for Constituency Representatives, student
representatives to the university Senate, or for the Board of Governors.”

As such, Conrad (a candidate) Wallingford and Devon Wensink (his workers) are being
served with a warning as a candidate for the Constituency Representative position for
taking photos by a professional in public space with other candidates for the Constituency
Representative position; thus, violating the code by appearing as a slate, sharing
expenses, and pre-campaigning.

Should you wish to appeal this ruling, please submit to the Elections Office your appeal
in writing.
